You need to use the Properties Bar
Ctrl + E
OR
View > Toolbars > Properties Bar
OR
Right-click in the toolbar well and select Properties Bar

Wondered if there is there any way, I can make certain colour as default colour, in other words, changing default colour for this underlining or highlighting etc.

Set up a comment box or highlight properties ot whatever, then right click on it and select Make Current Properties Default. Jonathan H explained this to me a while ago.
