I have a graphic that I have drawn free-hand. It is an outline of a palm tree. I would like to make it look like it is made of neon, a neon sign if you will. I noticed that there is a neon filter, but it doesn't work as I would like.
I am a beginner when it comes to working with Elements, so you will have to hold my hand through this. Does anyone know how to do this? Is this possible with Elements? Have any examples?

Chris, the problem is that fine lines really don't take to layer styles too well...they need pixels to show effect. You can try to thicken the lines of your palm tree. You can either do this manually with paintbrush or select the layer ( hold down control key and click on thumbnail in layers pallet) this will put marching ants around your tree then ..edit > stroke>enter pixel amount and color to make the lines thicker. Then try the neon layer style and then maybe an outer glow layer style. You may want to think about filling in the tree and this way the effects will work much better.
The best way to show neon lights is when it is dark. Probably the best way to apply Jody 's advice is to invert your image before applying the neon filter.
