ADOBE PHOTOSHOP WINDOWS 89 LOCKED PICS AND NO CHANCE TO GET TO IT

Subject: locked pics and no chance to get to it

I have pictures here that are locked so I unlocked them. But it is still impossible to move a marquee tool over the picture to get the right part of it copied out and pasted into a new document. How can I solve this?
