Railway lines are permeable, there are level crossings every few hundred metres, not that we have many fenced lines in Melbourne to prevent you from crossing them anywhere you please..
Besides, railway lines are only busy twice every 15-40 minutes (when trains go past), or every 10 minutes if the PT lobby ever gets its way.. Freeways are busy, noisy and basically impassable except at (often poorly located) bridges all the time..
