The High Court's "jurisdiction" is as an apex court of appeal. It's powers
of original jurisdiction are sharply curtailed, specifically to those
mentioned in the constitution.

I was amazed at the extent to which QLD could change it's constitution by
legislation. Only a very few sections of the old one were entrenched, and
those they simply left alone.
