Why don't Austereo and APN just purchase the frequencies outright like here in NZ if they so worried about more frequencies or is the a regulation there to allow new operators to only bid?

So, Is DMG interested in Hobart or Darwin if there comes a time that frequencies are available? Or even possibly Canberra and Newcastle where Austereo also stations, to be direct competitors in all markets
