No - according to the contract. But if you change the question to "Will one final be played each week at the MCG?" then the answer is Yes.

Not necessarily. They have to actually be in the finals, and be the highest placed Vic team, each week to get any advantage.

An interesting dilemma for the AFL - what if Collingwood (or any Vic team)
was drawn to play the top finishing team at the end of Rd 22 - for argument's sake let's make that Brisbane, and the other game was an Adelaide or Perth derby. Would the AFL allow Brisbane to play home and bring the derby to Melbourne or allow the Vic team an outrageous advantage?

My hypothetical was for the Prelims. Does the "best fit" policy mean that 4th placed Collingwood forces 1st placed Brisbane to come to Melbourne or would the 2nd and 3rd placed derby teams from Perth or Adelaide have to come the MCG?

No the best fit wont apply. the entitlement to home finals will always go to the higher placed side.

Brisbane gets to play in Brisbane no matter what

But non-Vic supporters keep telling us that a game at the MCG is a home game for all Vic clubs.

This is despite the fact that only a few clubs actually have the 'G as their home ground.

Except the AFL have already said that id interstate teams fill 1,2,5,6 then 6 will play at the MCG.

In a preliminary final situation Brisbane would not play at the Gabba. If going into preliminary final week ther is only one victorian team out of the four, that victorian team will get a match at the MCG regardless of where they finished at the end of the end of the home and away season.

I know what thae AFL have announed, but this is by no means concrete.
Should Collingwood or Essendon (i.e. large crowd pulling Victorian teams,
North may miss out) be drawn to play a prelim against the top placed side it will be at the MCG.

Actually last year both prelim hosts were the higher ranked team after the first week of the finals. --
