I am not a SAS/C person, but I believe Donald is correct. SAS/C is shipped with ISPF and a few CA products.
What I do know is that SAS/C is most typically used to access TCPIP.
It would appear that something is still active during shutdown of TPCIP (I have a flare for the obvious).

It doesn't tell much other than this is occurring during termination.

Any message received with the prefix "LSCX" is issued by the SAS/C runtime support shipped with ISPF.
I got that from the ISPF Messages manual, but don't know off-hand where to get the SAS/C runtime messages.
