The complaining US diplomatic station has to count brothels and other
pimping operations in New Zealand for a country report for Assistant
Secretary for Democracy, Human Rights and Labor Lorne W. Craner
scheduled for publication March 2,004.
I think the editor of the report series is Director Cynthia Bunton.
Their reports are an important reference for the U.N. Commission on
Human Rights in Geneva.
The NZ legislature and executive has an implied duty under the Vienna
Consular Treaty which I presume New Zealand has ratified to prevent
local diplomats from being unfairly treated or humiliated.

I wonder what the differences were: The speech balloon from the beak
"Oi you look tasty, luv!" Or maybe an entirely biologically improbable
appendage.
