For a link, right-click and choose "Open in new window".
For a blank page, do Ctrl+Alt+N then Ctrl+N.

Thanks, but I meant 'fpr a page' i.e. and existing Opera 'page' showing a
web page. Sorry to confuse by using OPera's terminology!
