Uh...he did; official federal government records show this.

Gore: 50,996,582
Bush: 50,456,062

Gore received 540,520 more votes from the citizens of the US than the current resident of the White House. Unfortunately, the votes were spread out into states that didn't carry enough Electoral votes to get the popularly-elected candidate into office.
