However, the usual means of awarding electoral votes has been by
Just Counting All The Votes rather than Just Counting Some Of
The Votes and having the USSC awarding the electoral votes on that
basis.

$200 billion budget surplus into a $400 billion (and counting)
budget deficit while watching two and one-half million Americans
become unemployed. Civil liberties have been trampled on and
American citizens are confined to military jails with no charges

Meanwhile, they can't find Osama bin Lauden, they can't find
