Your comment in your letter dated June 26th, 2003 which states "Our
responsibility is to investigate and respond generally to alleged
torts
and acts of negligence by state agencies or officials" distills the
issue
like none other. General investigations can only lead to superficial
findings. Superficial findings do not and cannot assure Justice.
Does
not the tax-paying public deserve intensive inquiry by their
investigative servants into matters of import which impact their
freedom, their security, their fortunes, and their very lives?
My Rights have been violated. I was falsely arrested and imprisoned
(see claims below). Agents for the STATE OF OREGON and JOSEPHINE
COUNTY acted beyond their limited authority in this COMMERCIAL
TRANSACTION. I have been damaged by their criminal acts.
Without first rebutting, point by point, my affidavit/request for
proof
of claim containing the 23 proofs of claim submitted to your office,
and to the offices of other State and County officials acting in their
official capacity, your/their refusal to provide evidence which
establishes a legitimate commercial claim proving jurisdiction/claim
over this non-corporate, living, breathing, flesh-and-blood, sentient,
natural private man renders your investigator's findings moot at best
and a government whitewash/cover up at worst.
We live in a land of law. All are expected to follow it -- the People
and their elected, appointed, and employed public servants alike. In
this action, the Corporations of JOSEPHINE COUNTY and the
STATE OF OREGON are being held responsible for the fraudulent/criminal
acts of their agents.
Despite your assertions to the contrary, as Claims Manager of OREGON
DEPARTMENT OF ADMINISTRATIVE SERVICES, RISK MANAGEMENT DIVISION, and
Negotiating Agent for
the STATE OF OREGON, your dishonor in failing to answer within ten
(10) days, the proof of claims, accompanied by sworn affidavit, sent
to you on June 23, 2003 via Registered Mail article No.RR 463870622US,
stands as your stipulation to the facts and damages as stated in
Notice of Tort Claim sent to your subordinate claims investigator, Mr.
GARY WEEKS, on March 3, 2003.
Since there has been no response to my claim in more than a three
(3)-month period, and neither you nor your subordinates responsible
for the investigation of such claims have rebutted the twenty-three
(23) proofs of claims stated in AFFIDAVIT/REQUEST FOR PROOF OF CLAIM
sent to you on June 23, 2003, your default and dishonor substantiates
the damages and injuries caused by the STATE of OREGON and JOSEPHINE
COUNTY to the living, breathing, flesh-and-blood, sentient, natural,
private man, Raymond Ronald Karczewski©, CREDITOR over the
Debtor/Juristic Person, RAYMOND RONALD KARCZEWSKI©.
As stated in the AFFIDAVIT /REQUEST FOR PROOF OF CLAIM, sent to you on
June 23, 2003, I no longer regard this matter as a "tort claim," but
as a criminal violation of my Rights and the Commercial crime of Fraud

That's not what worries me though...
