Only problems with perl itself or modules distributed with perl should be reported here. I note that a new version 0.09 just appeared on CPAN;
you might try that.

Also, Win32API::File is included in the libwin32 distribution; an updated version of the cygwin binary release of libwin32 should be hitting the mirrors in the next day or so (package name is perl-libwin32).
